Minutes, Conservation Commission, November 29, 2

Pursuant to Chapter 131, Section 40 MGL, the Tolland Conservation Commission held public hearings on
November 29, 2012, at Tolland Town Hall, 241 West Granville Rd, Tolland.  
                        

Commission Members Present: Alan Binder, Valerie Bird, and David Spidal

Others: Pat Storey, Karen Spidal, Kevin Donavan

HEARINGS commenced at 5:25 PM
  • NOI – (Continued) Driftwood Communities Association of Otis Reservoir, seeks to build a new retaining wall, plus beach rejuvenation and boat ramp maintenance, within the buffer zone of Otis Reservoir. (Dave Spidal recused himself
The Board approved as presented. Contractor must use small excavator, must use straw waddle to protect from erosion, work to be done during drawdown and contact Valerie when work is ready to commence.

2. RDA- Submitted by Larry Erwich, 74 Stones Throw. Applicant seeks to remove two trees in the buffer zone of Cranbury Pond.  
 The Board voted unanimously to give a Negative Determination, which means this was approved    RDA 20012-015

Old Business
Annual Noyes Pond drawdown (from letter) will commence in mid-October with a target of 34 inches and end by November 30. Refill will commence after ice out in April.

New Business
Discussion by Kevin Donovan, representing Abby Simchak, of property owned by Alberta Simchak, Map 101 Lot 76 Otis reservoir (address is 0 (zero) Otis Reservoir to consider Commission’s responsibility in determining if lot is buildable.  Issues for owner to determine prior to an NOI for Conservation Commission—is the area above high water line large enough for a building lot, is the adequate space to have 100 ft between septic and well, and will the land perk? This is a Board of Health Issue.
